Abstract: This article examines the social dimensions of enterprise modernization in public health and government sectors, arguing that AI-enabled system upgrades represent more than technical necessities but profound social responsibilities. It explores how modernization can reduce accessibility barriers for underserved populations through adaptive interfaces and personalized service delivery while addressing critical ethical considerations including algorithmic bias, privacy protection, workforce transformation, and decision transparency. The article presents governance frameworks for responsible innovation, highlighting the importance of regulatory oversight, accountability mechanisms, stakeholder engagement, and ethics review processes. Through the article implementation outcomes across various public service domains, the article provides a blueprint for socially responsible modernization that balances technological advancement with equity considerations, demonstrating that technically sophisticated and socially responsible approaches are mutually reinforcing rather than competing imperatives.
