Abstract: Feature flags and configuration settings serve as essential mechanisms in modern software development, enabling dynamic control over application behavior without requiring code redeployment. While feature flags function as temporary switches for enabling or disabling functionality, configuration settings provide permanent parameters that fine-tune active features. Together, these control mechanisms offer unprecedented deployment flexibility while introducing potential complexity challenges. Without proper management, organizations risk accumulating "configuration debt"—a growing burden of outdated, redundant, or poorly documented controls that impede development velocity and system comprehension. Effective governance requires systematic mechanisms across implementation criteria, documentation standards, testing strategies, and lifecycle management processes.
